The programme did not fail. It lost the person who could explain it.

When the sponsor goes, the thing that goes with them is the answer to why. The new manager inherits a running cost, a half changed process and a team with opinions, and no written statement of what it was supposed to achieve.

What survives that is a written record of the original objective in the words of the person who set it, a baseline, and a trail of measurements since. Not a slide deck. A short document that says what was implemented, why, where it started, and where it is now, with each number traceable.

That document is also the only credible defence when the new manager's first instinct is to stop paying for something they did not choose.
