Nobody took a baseline. What now
The normal case, and it is recoverable.
Almost nobody measures the before state. The work starts because something is obviously broken, and measuring how broken feels like a delay to fixing it.
The before state is usually still recoverable, because teams keep records. A ticket export, the workbook the work actually lived in, the process note somebody wrote. Those records are evidence about the practice, and they are evidence with a date on it.
The reconstruction has to be honest about what it is. Each score quotes the thing it rests on, a missing categorisation column or a sentence in a process note saying approvals happen verbally, and the whole baseline is labelled reconstructed wherever it appears. An evidenced estimate presented as a measurement is worth less than no baseline at all.
