Without a baseline you cannot. With one, the argument is short.
The finance question is comparative: better than what. Any answer that does not name a starting point is an assertion, and it will be treated as one.
Adoption is the honest middle measure. Cost savings are contested for years and depend on assumptions nobody agrees on. Whether the practice is actually being followed, measured the same way twice, is a fact about the organisation.
It is also the measure that predicts the rest. A practice that is followed produces the data that any harder benefit claim would need.
